New Delhi. Terrorism has always hit the foundational structure of the world which is a threat to peace and the sense of utopian community, to which the world organizations are working hard to curb. It is hard to imagine the security of one nation when the world security is at stake, even the same for a continent or any acreage. Also, the idea of consolidated military and political security could not be achieved without the stability of the country’s economic condition, food independence, risks management planning, environmental threats, sources of energy, technological backbone, and global cacophony.

In order to negate terrorism and radicalism, Turkmenistan has been contributing to amalgamate the cause. Formulating the strategies to strengthen the security of the world, Turkmenistan’s approach includes the completeness and indivisibility of the plan in terms of geopolitics and interconnectedness. With spreading globalization, where terrorist groups are acquiring new ridicule forms equipped with developing technology, various information carriers parrying terrorism and its all forms, vehemently, has become a serious issue which replete with the concept of inhuman practice.

An active UN-member state, Turkmenistan’s President Gurbanguly Berdimuhamedov’s point states, to counter terrorism it needs focus on the multilateral cooperation of Turkmenistan and to ensure disarmament and non-proliferation, environment, and other elements defined by the United Nation (UN) Sustainable Development Goals. Turkmenistan, with a sense of responsibility for international politics, takes every necessary step to retort to terrorist and radical elements and to eliminate threats to peace and security, at national and international levels. It has been cooperating with different nations and international entities like the United Nations (UN), European Union (EU), Organization for Security and Co-operation in Europe (OSCE) to counter terrorism with joint efforts. Turkmenistan’s approach to countering terrorism is coordinated with the UN, which is a strong strategic partnership that both shares from long and it also supports the efforts of the UN for the success of the UN Global Counter-Terrorism Strategy. Turkmenistan also extends its strong cooperation with the UN Counter-Terrorism Office, UN Regional Center for Central Asia for Preventive Diplomacy and neighbouring countries.

Terrorism is an act of violence and use of force intentionally and a psychological bent towards sadism. It is a cynical fierce to influence the decision-making process by the state government, international organization or other establishments. At the global level, it is highly dangerous with the destruction of vital facilities, communication system, life-supporting mechanism and an approach for mass destruction using nuclear and other apocalyptic weapons.

UN Secretary-General Commends Central Asian Countries on the Adoption of Ashgabat Declaration on Countering Terrorism and for their continued efforts in the eradication of terrorism

International community extolled the peaceful policies of the President of Turkmenistan, Gurbanguly Berdimuhamecov on adopting the resolution on the role of UN Regional Center for Central Asia for Preventive Diplomacy.  Turkmenistan actively volunteer in the projects jointly initiated by Counter-Terrorism Implementation Task Force (CTITF), which includes 36 UN agencies, World Customs Organisation and Interpol, which was created to get the consistency of UN tasks in provided field and the United Nations Regional Center for Central Asia for Preventive Diplomacy (UNRCCA) in Ashgabat with the hands of EU and Norway.

The Joint Action Plan on executing UN Global Counter-Terrorism Strategy and Ashgabat Final Declaration on 30 November 2011, were approved which was the first Action Plan ever adopted.

The final event marking the second phase of the Joint Action Plan for UN Global Counter-Terrorism Strategy was done during the High-level UN Central Asian Dialogue and the UN Global Counter-Terrorism Strategy in Central Asia was held in Ashgabat with the key agenda to escalate the affairs pertaining the improvising stability and security with identifying the ways to achieve them which was attended by the General Secretary of the UN Antonio Guterres, ministers, senior officials, the representatives of countering terrorism agencies and national security agencies from Kazakhstan, the Kyrgyz Republic, Turkmenistan, Tajikistan, and Uzbekistan. The session was ended with the adoption of the Joint Declaration to strengthen regional cooperation in countering terrorism which extends support to the initiative to create a new office for tackling terrorism and understand and implement the efforts by the community of nations against terrorism.

Also, last week of April 2018 witnessed two important landmark events, first, the high-level meeting “Towards a comprehensive implementation of the UN Global Counter-Terrorism Strategy in Central Asia” and the launch of the third phase of the Joint Action Plan, the first and second were implemented during 2010 to 2017, which brought light to the four main principals of the Global Strategy for drafting recommendations for the development of the Joint Action Plan (December, 2011) in Ashgabat. The UN Under-Secretary-General and head of the UN Counter-Terrorism Office, Vladimir Voronkov draw attention towards the main tasks of the project.

  1. Focused support in the developing national and regional strategies to counter terrorism and extremism
  2. The capacity build-up of the Central Asian countries
  3. Liberalising the exchange of practices in the identified regions in the Joint Action Plan for Central Asia.

It is believed that the new phase of the joint regional counter-terrorism initiative of UNRCCA and the UNCTC will target at the strengthening the capacity of the Central Asian states against terrorism and violent extremism.

Identifying the key problems, the repudiation of terrorist’s finance is an acute one which also includes combating drug trafficking. For which the president of  Turkmenistan has curated the legal framework, launched nation programs for rehabilitating drug addicts, drug trafficking and the organizational development in Turkmenistan.

Turkmenistan supports the world organisations in a keyway and pursues foreign policy targeted to eradicate the sources that are against peace and also marks its support at the international level. The president of Turkmenistan has full believe in close coordination with the world organisations and various nations to fight against terrorism and the extremist groups.
